A fable, a political novel, a satire. Tweaks most every off-center political and social meme. Starts slow and gathers speed. I recommend reading at least one other McCarry novel before trying this one; The Miernik Dossier, for example. The book has two morals. "The ends justify the means" is a dangerous belief; and, a belief in the inherent superiority of an aristocracy of any sort is equally dangerous. (You may not agree with this assessment; just my opinion.) A note on the sex scenes: I recall two, one of which was satiric in intent. (If there were more, I wasn't paying attention, which says something about them.) If a couple of graphic scenes will put you off, don't read this book.
